Introduction – Free Zone Focus

Dubai Production City (DPC) is part of the TECOM Investments’ Media cluster. It is based in Dubai Technology & Media Free Zone (DTMFZ).

DPC was established in July 2003 to fulfil the specific needs of the media production sector. It has become the largest media production free zone devoted to the printing, publishing and packing (PPP) industries. All types of media companies have set up companies in DPC, from well-known multi-nationals to SME’s as well as start-up companies. Companies with business activities such as printing, publishing, graphic art, packaging and media production are housed within DPC and take advantage of the many free zone benefits as well as enjoy regulations that are geared towards hassle free operations.

Currently there are around 1800 qualified media professionals working at DPC.

Dubai Production City Company Registration Process

Dubai Technology and Media Free Zone Authority DTMFZ approves the setup and the registration of DPC’s companies.

Note: to set up a FZ-LLC where (1) the natural person/individual and corporate person/entity are shareholders or (2) an FZ-LLC where the natural person/individual is a shareholder or (3) to set up a Branch, please visit the DPC website for more information.

Types of Companies Registered

Dubai Technology and Media Free Zone Authority approves the setup and registration of DPC’s companies. It also monitors all procedures involved in the setup of DPC’s companies.

Free Zone LLC (FZ-LLC)

• A legal entity with individual persons and / or entities as shareholders
• Minimum one director
• Minimum capital requirement AED 300,000

Note: Minimum capital requirements for the following segments only:

• Printing machinery and printing consumables manufacturing – AED 500,000
• Printing press – AED 500,000
• Publishing – AED 200,000
• Graphic arts support services – AED 50,000

Branch

• A branch of an existing overseas or local company – not a separate legal entity from its parent company
• A branch has the same business activities as the parent company
• There are no minimum capital requirements

Commercial Licenses

Features of Commercial Licenses:

• Issued by DTMFZA
• The investor must lease a facility of DTMFZA
• The license covers the operation of a business only within the free zone
• DTMFZA needs to approve the business activity
• Business activities must be in compliance with DTMFZA licensing regulations
• Licenses are for a period of one year and are renewable annually (penalty or termination for delay in license renewals)

Amendments to Licenses

Clients can request the following changes to their licenses:

• Change of business activity within the business sector
• Additional business activity
• Change of company name
• Change of address
• Change of director
• Change of manager

Transfer of Shares

A FZ-LLC company incorporated at DPC can change the structure of its shares as follows:

• Transfer of shares to existing or new shareholders
• Increase of share capital with new shares for existing or new shareholders
• Decrease of share capital

Other Amendments to Licenses

• Merge or amalgamation of two or more companies within the free zone
• Change from Branch of an overseas company to a FZ-LLC
• De-registration and cancellation of license

Issuing of Visas

The issuing of visas is offered by the Government Services Operations (GSO) department of TECOM. The GSO department also provides other services such as immigrations services, postal services through its one-stop shop.

Advertising and Venue Management Services (AVMS)

A wide range of advertising options are offered by Advertising and Venue Management Services which are provided by TECOM. A wide range of indoor and outdoor advertising facilities are available, including indoor and outdoor venues.
