Introduction – Free Zone Focus
Abu Dhabi Global Market (ADGM) is a financial free zone based in the Emirate of Abu Dhabi. It is an international financial centre for local, regional, as well as international institutions.
ADGM has its own civil and commercial laws and provides its clients with a world-class legal system and regulatory regime. The free zone houses three independent authorities – the Registration Authority, the Financial Services Regulatory Authority (FSRA) and the ADGM Courts.

ADGM’s Registration Process
ADGM’s company registration process is quite straightforward and is outlined below. Clients need to:
- Contact the Business Development team to set up a meeting
- Complete and submit the Business Application form and any other required documents
- Pay the required fees
- Wait for application processing – please allow 3 working days for this
- Obtain approval of application
ADGM’s Services
The Registration Authority
The Registration Authority is an independent body that supports and guides clients through the processes of registration, incorporation and licensing of companies in ADGM.
The Registration Authority also provides government-related services for companies and individuals who are based on Al Maryah Island.
Its personnel provide guidance and review and process applications submitted by applicants who wish to establish a legal entity in ADGM. Dedicated staff make sure that ADGM legal entities are in compliance with ADGM Companies Regulations, ADGM Commercial Licensing Regulations and follow the ADGM Rules and Regulations.
The Registrar’s main functions are:
- Registration of ADGM companies
- Registration of company names and maintenance of company register
- Registration of changes in company names
- Registration of changes in directors, shareholders, officers and share capital
- Registration of post-incorporation documents
- Enforcement of ADGM companies regulations
- Cancellation of commercial licenses, prosecution and strike-offs
- Dissolution or restoration of companies
The Registration Authority consists of the following departments:
- Business Development: the initial client point of contact for setting up a business at ADGM. The Business Development Team advises clients on the suitable business options. They explain the regulations and support the client with the whole application process and answer any queries he/she might have.
- Registration and Incorporation: handles the incorporation of companies and issues commercial licenses.
- Corporate Relations: provides guidance and support with government related services like VISA’s, immigration and health checks.
- Client Experience: is the clients’ contact for suggestions, complaints or feedback.
Clients who wish to set up a non-financial company should contact the Business Development team of the Registration Authority.
The Business Development Team handles the below business activities:
- Service providers, eg accounting and law firms, business consultants, IT and Recruitment companies
- Corporate headquarters and management offices
- Holding companies, special purpose vehicles
- Treasury functions
- Single family offices, proprietary investment entities
- Retail outlets
- F&B
- Industry / professional associations
Note: Clients interested in financial activities need to contact the FSRA Financial Centre Development Team.
Corporate Relations Department
The Corporate Relations Department assists clients with visa processing and other Government related services required when setting up a business in ADGM.
Note: Companies now need to have a Fawri Account to proceed with visa applications following a recent change with Immigration procedure.
1. Establishment Card and Fawri Account
Once the commercial license has been issued, the client has to apply for an establishment card and Fawri Account.
- Establishment Card: is needed for all services related with visas and is required for all new companies in ADGM.
- Fawri Account: every company needs to be registered in the Fawri’s system so that it can proceed with the visa processing.
2. Visa Services
The client must have a valid establishment card and application approval to be eligible for visa services. Also an approved insurance provider must be selected for each visa application.
Note: ADGM do not provide Visa transfer services so applicants who already have a visa will need to cancel the old visa and then proceed with the above visa application procedure.
Employment and Residence Visa
Applicants can apply for an Employment and Residence Visa if they are in the UAE with a visit visa or if they are outside the UAE at the time of their application or if they have a cancelled employment visa.
Steps for obtaining a Residence Visa:
- Entry permit
- Medical test
- Emirates ID
- Health insurance
Visit Visa
For people outside the UAE who wish to visit and need a 30–90 day Visa, an On Arrival Extension visa or a Multiple Entry Visa.
For people outside the UAE who wish to visit and need a 30%
Family Sponsorship Visa
For ADGM sponsored employees wishing to sponsor members of their families who are outside or in the UAE at the time of application.

ADGM Square
