Dubai Outsource City (DOC) was established in 2007 and operates within Dubai Technology & Media Free Zone. It is the first ever free zone dedicated to the outsourcing industry. It was initially established to cater for the increasing demand for outsourced activities.

DOC supports HR outsourcing, IT outsourcing, back office activities, call centre operations and business process outsourcing. It presently houses over 120 companies including global companies who have chosen DOC for their back office and outsourcing activities.

Dubai Outsource City Company Registration Process

Dubai Technology and Media Free Zone Authority (DTMFZA) approves the setting up and registration of DOC’s companies.

Six steps to incorporate a FZ-LLC where the corporate person or the entity is the shareholder:

Note: to incorporate a FZ-LLC where (1) the natural person/individual and corporate person/entity are shareholders or (2) an FZ-LLC where the natural person/individual is a shareholder or (3) to incorporate a Branch please visit the DOC website for more information.

*Step 3:* Sign Articles & Memorandum of Association	Visit DOC to sign AOA and MOA and collect bank introduction letter and resolution
*Step 4:* Deposit share capital	Open a bank account in the name of the company, deposit share capital and take proof of capital letter to DOC	Arrange License and Lease Timing: 3 working days
*Step 5:* Sign and return Customer Confirmation Letter and make necessary payment	Sign and return the Customer Confirmation Letter and make payments (registration and license fee and first lease installment) to DOC	Review legal documents and prepare AOA and MOA and Bank Introduction Letter Timing: 2 working days
*Step 6:* Sign lease and personnel sponsorship agreement	Visit TECOM Leasing Department for signing of the lease, personnel sponsorship agreement and collection of the license

Registration of Companies

The registration and setup of companies in DOC is approved and regulated by Dubai Technology & Media Free Zone Authority.

Types of Companies:

Free Zone LLC (FZ-LLC)

Legal entity with shareholders as individuals and / or companies
At least one Director
AED 50,000 minimum capital requirement

Branch

A branch of an overseas or local company – not a separate legal entity from its parent company
Same business activities as the parent company
No minimum capital requirements

Commercial Licenses

The Registration and Licensing Department of Dubai Technology and Media Free Zone Authority issues commercial licenses and permits for DOC’s FZ-LLC’s and Branches.

The business activities of the potential company must be in compliance with the licensing regulations issued by DTMFZA
DTMFZA must approve the company’s business activity
The client must lease a DTMFZA facility
The license covers the Company’s operation only within the free zone
Licenses are issued for a period of one year and are renewable annually (penalty or termination for late license renewals)

Amendments to Licenses

The below amendments to licenses can be requested by DOC’s clients:

Change of company name
Change of company address
Change of director
Change of manager
Additional business activity within the segment
Change of business activity within the segment

Transfer of Shares

A FZ-LLC company set up at DOC can amend its share structure as follows:

Transfer of shares to new or existing shareholders
Increase of share capital via new shares to existing or new shareholders
Decrease of share capital

Other Changes to Licenses

Merge or amalgamation of two or more companies inside the free zone
Change from Branch of an overseas company to a FZ-LLC
De-registration and cancellation of licenses

Fit-Out Process

Visas

The Government Services Operations (GSO) Department of TECOM is responsible for the issuing of visas. They also provide other services such as immigrations services, traffic and postal services with its one-stop shop.

Advertising and Venue Management Services (AVMS)

A wide range of advertising services and venues are offered by TECOM’s Advertising and Venue Management Services. There are many indoor and outdoor advertising facilities and venues available.
