Dubai Industrial Park (DI) is part of TECOM Investments Cluster and is a non-free zone which was created to support and enhance the success of manufacturing and logistics companies in the United Arab Emirates.

DI houses over 150 companies which range from global logistics and manufacturing companies to well-known regional companies.

Registration Process

Start Up Process for New Facilities

DI offers a hassle free company setup process. DI’s Operations Department offers guidance and assistance through the whole start-up process including help with licenses (link to licenses below) and permits.

Process for Leasing Plots of Land for Industrial Use

Step 1 Complete and submit the application form and provide details of the proposed industrial activities. Pay the processing fee.
Step 2 DI staff will perform a technical and HSE review of the proposed activities and will inform the client.
Step 3 Processing of the Project Development Agreement. Agreement of lease terms and conditions.
Step 4 The client (who is now a tenant) submits the engineering and HSE documents for review and approval and receives a No Objection Certificate from DI.
Step 5 The tenant receives Building Permits from Dubai Municipality as well as other regulatory approvals.
Step 6 The tenant receives Construction Commencement approval from DI.
Step 7 The tenant constructs the facilities according to the approved timing and receives the Facility Start Up certificate from DI.
Step 8 The tenant must comply with the HSE requirements of DI throughout the process.

Process for Leasing Warehouses or Light Industrial Units

Step 1 Complete and submit the application form and provide details of the storage needs, products and proposed light industrial activities. Pay the processing fee.
Step 2 DI staff will review the requirements and contact the client if there is availability of required facilities.
Step 3 Processing of the Lease Agreement. Agreement of lease terms and conditions.
Step 4 The client (who is now a tenant) submits the required documents in line with the HSE requirements document and receives the Fitness Certificate.
Step 5 The tenant must comply with the HSE requirements of DI throughout the process.

Process for Leasing Labourers’ Accommodation

Step 1 Complete and submit the application form and provide details of the accommodation required.   Pay the processing fee.
Step 2 DI staff will review the requirements and contact the client if there is availability of required facilities.
Step 3 Processing of the Lease Agreement. Agreement of lease terms and conditions.
Step 4 The client (who is now a tenant) receives the keys following completion of all procedures.
Step 5 The tenant must comply with the HSE requirements of DI throughout the process.

Process for Leasing of Offices

Step 1 Complete and submit the application form and provide details of the required offices. Pay the processing fee.
Step 2 DI staff will review the requirements and contact the client if there is availability of required facilities for lease.
Step 3 Processing of the Lease Agreement. Agreement of lease terms and conditions.
Step 4 The client (who is now a tenant) submits the documents for Office Fit Out for review and approval and receives a No Objection Certificate from DI.
Step 5 The tenant receives approval from Dubai Municipality as well as other regulatory approvals.
Step 6 The tenant receives approval for Fit Out Commencement from DI.
Step 7 Tenant does Fit Out according to the approved timing and receives the Completion certificate from DI.
Step 8 The tenant must comply with the HSE requirements of DI throughout the process.

Issuing of Licenses

The Department of Economic Development (DED) is responsible for the issuing of licenses. Companies within DI receive assistance and fast-track approvals from DED and other government authorities.

Regulations and Laws

As Dubai Industrial Park is not a free zone, Federal Company Law No.8 (1984) applies for companies:

  • At least one national partner with at least 51% capital
  • Mutual agreement for share of profit which must be different than their share in capital
  • Management can be by a foreign partner
  • As from 2005, GCC nationalities can own 100% of the capital

Visas

TECOM offers Advertising and Venue Management Services. A wide range of advertising facilities and indoor and outdoor venues are offered to clients.
